CAROSAI side event to the 4th International Conference on Small Island Developing States (SIDS)

The Caribbean Organisation of Supreme Audit Institutions (CAROSAI), in collaboration with the Supreme Audit Institution of Antigua and Barbuda, is hosting a side event to the 4th International Conference on Small Island Developing States (SIDS), focused on “Charting the Course Toward Resilient Prosperity”. The virtual side event’s key theme is Role of SAIs in ensuring effective, accountable, and inclusive public institutions for resilient and sustainable SIDS, and will take place on May 28, 2024, from 10:00 am to 12 noon (EST).

The agenda for the meeting is to bring together SAIs from SIDS and the broader INTOSAI community with key stakeholders to reflect on the contribution of SAIs to building effective, accountable, and inclusive institutions for resilience and sustainability in SIDS.

Distinguished speakers will include the Auditor General of SAI Jamaica, the Director of the Department of the Environment of Antigua and Barbuda and Antigua and Barbuda’s Ambassador for Climate Change, the Auditor General of SAI St. Lucia, the Auditor General of the Bahamas, and many more.

A survey was done among the membership to have a better knowledge of the operation of each SAI. The information is to assist with identifying training needs and facilitating assistance from INTOSAI and other donor agency to ensure CAROSAI’s strategic priorities are realised.

There are twenty-three member countries in CAROSAI, each having its own mandate according to the jurisdictions of each country. All twenty-three countries responded to the survey.

The survey was conducted between September 1, 2020 and September 24, 2020

The Effects of COVID-19 Pandemic on SAIs – A Caribbean Perspective

The COVID-19 Pandemic is more than a Health Crisis; it impacts the political, social, economic, religious and financial structures of the whole world. Due to the impact the Pandemic has on the world, the audit practices have also changed.
A survey1 was done among the CAROSAI membership to explore the effect that the COVID 19 Pandemic has on the SAIs within CAROSAI and what are some of the strategies and recommendations that could be used to reduce the effect of the SAIs to continue producing high quality audits and enhance Stakeholder engagement. Twenty-two (22) of twenty-
three (23) SAIs or 96% responded to the Survey.

STRENGTHENING PROCUREMENT AUDIT PRACTICES & COMPLIANCE IN THE CARIBBEAN: Compendium Report of Collaborative Procurement Audits Undertaken in Select Caribbean Countries

In July 2016, CAROSAI conducted a survey to determine the mandate, needs and priorities of all its members. The adoption and implementation of ISSAI was identified as a critical capacity building need for most SAIs. In pursuit of addressing this need the CAROSAI Secretariat, through the joint support of the World Bank and the Inter-American Development Bank (IDB), spearheaded an initiative for collaborative audits on procurement. The programme of activities commenced with a workshop in Jamaica from 29th May 2017 to 2nd June 2017. Arising from the workshop selected SAIs were tasked to conduct a collaborative procurement audit in their respective countries.

The focus of the collaborative audit was on Public Procurement, defined as the delivery of goods and services to the Public Sector which are derived from external sources. These goods and services must be procured at the best possible cost to meet the needs of the government in terms of quality, quantity and time, while complying with the applicable laws

CAROSAI Attends Joint Meeting held by UNDESA and IDI

The United Nations Department of Social and Economic Affairs (UNDESA) and the INTOSAI Development Initiative (IDI) jointly held a meeting on the 22nd and 23rd of July 2019 at the United Nations Headquarters in New York. The theme was “Supreme Audit Institutions Making a Difference: Auditing the Implementation of the Sustainable Development Goals”.

Eight (8) Supreme Audit Institutions (SAIs) from the CAROSAI attended the event.

Drawing on the success of meetings held in 2017 and 2018 respectively, this third meeting’s objective was to take stock of three years experience in conducting performance audits in preparation for the implementation of Sustainable Development Goals (SDGs) and to foster discussions on how to audit the implementation of SDGs in the coming years.
