CAROSAI side event to the 4th International Conference on Small Island Developing States (SIDS)

The Caribbean Organisation of Supreme Audit Institutions (CAROSAI), in collaboration with the Supreme Audit Institution of Antigua and Barbuda, is hosting a side event to the 4th International Conference on Small Island Developing States (SIDS), focused on “Charting the Course Toward Resilient Prosperity”. The virtual side event’s key theme is Role of SAIs in ensuring effective, accountable, and inclusive public institutions for resilient and sustainable SIDS, and will take place on May 28, 2024, from 10:00 am to 12 noon (EST).

The agenda for the meeting is to bring together SAIs from SIDS and the broader INTOSAI community with key stakeholders to reflect on the contribution of SAIs to building effective, accountable, and inclusive institutions for resilience and sustainability in SIDS.

Distinguished speakers will include the Auditor General of SAI Jamaica, the Director of the Department of the Environment of Antigua and Barbuda and Antigua and Barbuda’s Ambassador for Climate Change, the Auditor General of SAI St. Lucia, the Auditor General of the Bahamas, and many more.

STRENGTHENING PROCUREMENT AUDIT PRACTICES & COMPLIANCE IN THE CARIBBEAN: Compendium Report of Collaborative Procurement Audits Undertaken in Select Caribbean Countries

In July 2016, CAROSAI conducted a survey to determine the mandate, needs and priorities of all its members. The adoption and implementation of ISSAI was identified as a critical capacity building need for most SAIs. In pursuit of addressing this need the CAROSAI Secretariat, through the joint support of the World Bank and the Inter-American Development Bank (IDB), spearheaded an initiative for collaborative audits on procurement. The programme of activities commenced with a workshop in Jamaica from 29th May 2017 to 2nd June 2017. Arising from the workshop selected SAIs were tasked to conduct a collaborative procurement audit in their respective countries.

The focus of the collaborative audit was on Public Procurement, defined as the delivery of goods and services to the Public Sector which are derived from external sources. These goods and services must be procured at the best possible cost to meet the needs of the government in terms of quality, quantity and time, while complying with the applicable laws

PASAI and IDI Team Up for a High Quality Workshop

The Pacific Association of Supreme Audit Institutions (PASAI) and the INTOSAI Development Initiative (IDI) teamed up this week to deliver a Quality Assurance (QA) Regional Workshop for their member Supreme Audit Institutions (SAIs) in the South Pacific, launching phase 1 of the drive to improve and enhance high quality audits conducted in the Pacific Region. Co-hosted with the Vanuatu National Audit Office, the workshop has run from 12 to 16 November 2018 in Port Vila, Vanuatu at Holiday Inn Resort.

SIGMA Study – Developing Effective Working Relationships Between Supreme Audit Institutions

This study provides a comparative analysis of how supreme audit institutions and parliaments have developed effective working relationships in the European Union (EU) and EU Accession countries. If offers guidance to SAIs and parliaments for establishing effective working relationships. It analyses the expectations set out in international standards and identifies factors that influence these relationships which have to be taken into account when looking to develop practical arrangements between the SAI and the parliament. It also describes features and practices across Europe, highlights key issues for effective relations, areas of good practice and offers a toolkit for strengthening working relations between SAIs and parliaments.

The report is based on the contributions of SAIs from EU member states and accession countries. In response to a survey conducted by SIGMA in 2016, 33 SAIs replied describing how they work with their parliaments and the way their respective parliaments use their SAI looking to enhance the impact of its working relationship with parliament. To some extent this holds true as well for parliaments that want to use SAI reports for holding government to account.
